This report aims to provide a cultural review of the health of Te Awanui. The report is based on a literature review of archives, cultural impact assessments, resource consent submissions, Waitangi Tribunal reports and other published reports. It is important to note that this report is not a full historical account of all cultural issues regarding Te Awanui, rather it aims to identify the major issues as identified by tangata whenua, and provide a summary of accounts. This report will sit alongside the Health of the Harbour Report (2011) a scientific literature review of Te Awanui. Collectively the reports aim to inform Tauranga communities, iwi/hapu and stake holders of the ‘state of the harbour’, and to identify information gaps and research areas that would benefit  from collaborative participatory action research methodologies.
